Parking for Monument Peak summit (aka Peak 4740) is on Monument Peak Road (MPR) about 7.5 miles up from the Monument Peak Trailhead at the south end of Gates School Road.  Gates School Road is at milepost 33 on OR-22 east of Salem.  I recommend parking here: (44.6966, -122.3343), the junction of MPR and what is now a washed out logging road - 2WD vehicles need not apply. 

On foot from there, it's only a little over a mile to the summit and some 900 feet or so of elevation gain.  Some tactical walking up the heavily rutted road, and taking a left at the two obvious intersections, each about 1/3 of the way up the trail will lead you to the correct "Monument Peak" and SOTA Summit known as WV-140. I say 'correct' because the KML overlay of the SOTA data onto Google Earth will lead you astray.  Stick to the source.  

Upon emerging from the trail you stumble up to a fairly large clearing with several trees for antenna support and 270° views from south to east.   If carrying a Yagi, you have LOS from Salem to parts of the North Coast, Portland and its southwest suburbs, parts of the Gorge, and parts of central Oregon.  I made my first 5 contacts on 2m so quickly that I had to stay and work HF for another 90 minutes if only to justify the hike.    I made 5 more and hiked back down, satisfied with the overall experience.
